Kathmandu, Oct 27: The parliamentary special committee of the National Assembly studying and monitoring disasters in the Bhotekoshi and Kaligandaki riverbank areas has asked the government for detailed information on the damages and relief distribution in the 49 flood-affected local level wards.
Committee chairman Krishna Prasad Paudel said that without parliamentary monitoring, the relief and damage details distributed at the affected municipality and ward level would not be effective, so detailed information has been requested.
In today’s committee meeting, he informed that it was decided to ask the government for details on the total relief provided in flood-affected areas, as well as the breakdown of how much cash, food, and other aid reached which ward.
The committee has suggested the government make arrangements for the ward chairperson and technicians to prepare records of the damages in each affected ward. The committee has also requested the government to compile details on human casualties, missing and displaced people, livestock, crops, communication, schools, and the condition of children in each municipality and ward.
The special committee has suggested the government to make arrangements for recording the damages in each affected ward with the signatures of the ward chairpersons and technicians. The committee has also urged the government to bring together details of human losses, missing and displaced people, livestock, crops, communication, schools, and the situation of children in each municipality and ward.
The committee has scheduled discussions from tomorrow until November 2 about the damages in climate change, disaster risk reduction, and in agriculture, forests, biodiversity, and watersheds.
The committee will discuss the details of the affected districts, local levels, and wards, as well as coordination with the ministry, and talk with the Ministry of Finance about assessing economic damage, managing the budget for relief and rehabilitation, and financial resources for reconstruction.
Paudel said that the committee also discussed the amount collected in the Prime Minister's Disaster Relief Fund, its status, and how it is being used.
The committee is discussing with the Ministry of Foreign Affairs and the Ministry of Culture, Tourism, and Civil Aviation about incidents like the death and rescue of foreign tourists, diplomatic coordination with neighboring countries, and deployment of international cooperation.
The special committee is also going to discuss the rescue and relief operations with the Nepali Army, the Armed Police Force, and Nepal Police, including the deployment of manpower and resources, human losses, damage to infrastructure, and challenges faced during the operations.
Immediately after that, the committee will conduct an on-site monitoring of disaster-affected areas in Rasuwa, Nuwakot, and Dhading from November 3 to 7.
Earlier, the National Assembly, the upper house of the Federal Parliament, had formed a special committee to study and monitor the situation of disaster-affected areas like the Bhotekoshi and Kaligandaki corridors and to present a report in the assembly.
The special committee will recommend a roadmap for the rehabilitation of disaster-affected people, reconstruction of physical structures, risk reduction, and climate justice, and will present a report to the National Assembly.
